Since statehood, Oklahoma governors have been troubled by the state's system of governing boards. The governor is elected to office with an agenda that has the people's mandate, but then finds that key state agencies are effectively immune from his leadership. The agency directors are hired by state boards, which are under the control of people appointed by the governor's predecessor. It's a backward-looking, undemocratic system.
