MINUTES OF MEETINGWAGONER COUNTY BOARD OF COMMISSIONERS MONDAY, AUGUST 31, 2020 Board of Wagoner County Commissioners met in the Wagoner County Court Room #1. Chairman James Hanning; Vice Chairman Chris Edwards; Member Tim Kelley; and, First Deputy County Clerk Amanda Alsip were present. Assistant District Attorney Kim Hall was also present. Advance notice of the meeting was posted on bulletin boards at the Wagoner County Courthouse and on the county website on August 28, 2020.

I. The meeting was called to order by Commissioner Hanning at 9:01 a.m.

II. Roll was called with the following responses: Hanning, present; Edwards, present; Kelley, present.

III. Prayer was led by Sheriff Elliott and Pledge of Allegiance was led by Commissioner Kelley.

IV. A motion was made by Commissioner Kelley and seconded by Commissioner Edwards to approve minutes of commission meeting held August 24, 2020. The motion was approved with the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.

V. Action Items

A. A motion was made by Commissioner Kelley and seconded by Commissioner Hanning to approve Digi quote for courtroom security cameras to be paid for from Courthouse Renovation Fund. The motion was approved with the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.

B. A motion was made by Commissioner Hanning and seconded by Commissioner Kelley to approve Agreement with VIP Technology Solutions Group LLC on behalf of the Assessor with a change to 30-day cancelation for breach of contract. C. A motion was made by Commissioner Kelley and seconded by Commissioner Hanning to approve Resolution #2020-081 Zoning Map Amendment for Terraine Seaton, from AG to RS-O. The motion was approved with the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.

D. A motion was made by Commissioner Hanning and seconded by Commissioner Kelley to approve Deed of Dedication for David and Shawn Buck. The motion was approved with the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.

E. A motion was made by Commissioner Hanning and seconded by Commissioner Edwards to approve Deed of Dedication for Pang Chang. The motion was approved with the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.

S. A motion was made by Commissioner Hanning and seconded by Commissioner Edwards to approve Resolution #2020-090 WCZ #32-20 Fox Trails LLC Zoning Map Amendment from AG to RS-22.5. The motion was approved with the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.

T. A motion was made by Commissioner Hanning and seconded by Commissioner Kelley to approve Resolution #2020-091 Final Plat for Fox Trails pending completion of requirements this week. The motion was approved with the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.

U. A motion was made by Commissioner Hanning to approve Resolution #2020-092 WCZ #34-20 Michael & Brittany Bryan Zoning Map Amendment from AG to I1. The motion died for lack of a second. After more discussion, Commissioner Hanning again made the motion to approve the Resolution and Commissioner Edwards seconded the motion. The motion was approved with the following votes cast: Hanning, aye; Edwards, aye; Kelley, abstain.

V. A motion was made by Commissioner Hanning and seconded by Commissioner Edwards to approve Resolution #2020-093 WCZ #28-20 Joel Kinsch Zoning Map Amendment from AG to I1. The motion was approved with the following votes cast: Hanning, aye; Edwards, aye; Kelley, no.

W. A motion was made by Commissioner Kelley and seconded by Commissioner Hanning to approve Resolution #2020-094 Amendment to the Wagoner County Zoning Codes. The motion was approved with the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.

A motion was made by Commissioner Hanning and seconded by Commissioner Edwards to take a 5 minute break at 10:49 a.m. The motion was approved with the following votes cast: Hanning, aye; Edwards, aye; Kelley, aye.

A. No action was taken regarding COVID-19 updates.

B. A motion was made by Commissioner Kelley and seconded by Commissioner Hanning to approve Resolution number 2020-079 changes to distribution of Use Tax revenues with corrections to the dates and signature lines. VII. Financial Matters

VIII. New Business: there was none.

IX. Public Comment: there was none.

X. Announcements: Chris Potter announced that with the application of the product suggested by Commissioner Hanning to the roof of the Courthouse, the leaks appear to be fixed.
